After fighting with my Surface 3 (not Pro) as it was struggling with less than 1fps running in Windows 10, I was finally able to get it up and running at 60fps!
First off, download the latest Java from their website. Make sure you are using the 32bit version.
Once you have installed the Java 32bit, go ahead and install OptiFine. In the Minecraft launcher, under the dropdown that now says "OptiFine..." click on "Edit Profile". Set the Java location to "C:\Program Files(x86)\Java\jre#######\bin\javaw.exe" where ####### is the current version. Check the box next to JVM Arguments, and save the profile.
Within the game, I set my resolution to 1280x800, and it still looks great. I also set the chunk render depth to 5 to keep this atom chip happy.
Thanks for this. It made my minecraft run at 60 fps, most of the time. It likes to drop to about 1 fps whenever multiple blocks are being broken or there are a lot of things happening at once (which is quite frequent in minigames). Does this happen to you at all? :S

Can you give us the system specifications so we will know how did you do that, to be specific?
