Hey, I wanna play with A LOT of command blocks, I want the minecraft to not lag (ram lags) at all, you know, no block lags, high command block reaction time.... So I have a max of 32 (GB) rams on the computer, I wanna put 20, can you please tell me, whats the best JVM argument I can put on the launcher?

90% of all instances of "lag" are not RAM related, despite what the "MOAR RAM" screaming masses may have you believe. Almost all of itis related to CPU performance.
Considering how pathetic Java is at handling large amounts of memory, putting in too much actually causes rather consistent performance issues.
So for something like 150 command blocks, how much ram do you think i should put? whats the max that java can?

General recommended for anything is 2-4 GB. Anything more then 8 is asking for problems
If you still "lag" then the most likely cause is your CPU and assigning more RAM won't solve it. Most likely make it worse.
Despite what people may believe Minecraft DOES NOT NEED excessive amounts of RAM. What it needs is just enough RAM and a VERY fast CPU.
So whats the best way to put 4 GB ram on the minecraft? BTW my processor is: Intel Core i5 4460 @ 3.20GHz
My graphics card is: 3072MB ATI AMD Radeon R9 200 Series

Minecraft is not a graphically intensive game. As long as your graphic card isn't utter junk the game will run fine.
Similar issue with RAM. As long as Miencraft has enough RAM it will run just fine. Where in most cases "enough" is no more then 4GB. Due to Java being horrible with managing high amounts of memory, assigning much more RAM then the game needs is asking for performance issues.
Processor on the other hand. Minecraft specifically (Java in general) is very intensive on the CPU. The i5 4460 is, well, good enough. Not exactly top of the line. Shouldn't have much problems. But you might want to use something better is you run into problems with whatever contraption you're planning.
Impossible to tell if you'll have any issues with this setup until you actually build it.
BTW, to my friend, he had a lot of lag spikes in his world, and you (probably someone else) told him to put a JVM argument something like that:
