I've just bought the new computer. It's more powerful, than my older one. But fps is no more than 30. It looks like there's limitation.
PC specs: 24GB RAM, gtx 970, Intel core i7-4750HQ 2.0 GHz. Minecraft is allocated 8 GB.
Monitor screen can play 60 fps.
I tried to turn Vsync and VBO on/off. I tried to use OptiFine to improve it, but it didn't help.
Are there any ways to fix this problem?

Try to reduce render distance "Tiny" and "2 chunks", if using OptiFine.
It didn't help.
Try removing unwanted applications and files. Likewise, you should also scan for viruses that causes this issue.
Problem is solved.
I ran the launcher as administrator and there were up to 75 fps.
