I have tried to download graphics drivers from Intel and they don't work. (I just upgraded to windows 10). Minecraft worked great on windows 7 and I'm not sure what to try next.

Try downloading the latest intel graphic driver and make sure you have the most updated java. You can also Right click the installer>properties>compatibility>choose windows 7 or 8.
Typically if you're getting the error "pixel format not accelerated" the only ways to fix it are to either get a new GPU, downgrade back to an older Windows, or switch to Linux.

GPU is the graphics processor unit. Your currently using integrated graphics which means the GPU is part of the Motherboard, the reason for this error is because Win 10 dropped support for all old integrated graphics cards. Buying and installing a new independent graphics card (one not built into the motherboard) will easily fix the issue and allow you to keep using Windows 10. All you'd need is to have a free PCI Express port on your motherboard and around $20 for a cheap basic card, a quick YouTube video would teach you how to install it. However this only an option if you have a desktop, laptops lack spare ports or room to add upgrades.
"Pixel Format Not Accelerated" is an issue caused by using newer versions of Java 8 (v8u20+) with older integrated graphics (Intel HD Graphics 1000/2000/3000). If MC detects that you have one of these cards, it should automatically swap your Java that runs MC to one that is older, but check. Select Edit Profile and ensure that your Executable is changed and is not C:\Program Files\Java\
And if you'd care to actually look at that DxDiag screen that was posted you'd see the OP is using Intel 4 Series Express chip.
The cause is the same: obsolete hardwre that is not Windows 10 supported. But this awkward workaround applies only for Intel HD models.
Your PC is ancient. It was already obsolete for Windows 8. It definitely won't work properly with Windows 10. Check compatibility BEFORE upgrading.
Only proper fix for this is to use an OS that supports your hardware (Windows 7 or older, Linux). Or use Windows 10 supported hardware (which in case of Laptops means buying a new one).

You'd need a fresh install and to buy a new product code. Which is why I suggested Linux, it's free software that offers the same features and functionality as Windows.

Technically yes, there are also external graphics cards but I've never used them or looked into them and have no idea if they'd work for your situation.
That sentence is wrong on so many levels I don't know where to even begin.
That PC is a Laptop? Then no. There's a reason why I said getting compliant hardware means buying a whole new PC in case of Laptops.
External laptop GPUs adapters exist but ... take way more effort then they're worth. They're rare, expensive, require some considerable skill for installation, and many Laptops outright can't use them. This does not include the price of the actual GPU you have to buy separately.
It's a desktop? There are some options, depending on your motherboard.

Either that or switch to Linux, a distro like Cent OS or Slackware would be a really good fit for your hardware.
