I've been playing minecraft for about 2 weeks now and i've been consistantly working on the same singleplayer world for most of the time. (Sometimes multiplayer servers). Every time I try to open this world now it crashes either right away, or a few seconds after the game has loaded. In the game output it has the "Can't keep up! Did the time system change, or was the server overloaded" warning message. It shows this every time it tries to open. I am now having problems with the multiplayer servers crashing whenever I try to open them.
Is this a bug in the new update? Or can my computer not handle the game?

Curse Premiumthis happens when your PC doesn't have the power to handle minecraft so the internal server freezes for a few seconds.
this is no reason to instantly go for a newer PC. there are a lot of methods to increase fps and world loading:

More importantly the "can't keep up" message probably has nothing to do with the crash you are experiencing.
You need to post the crash for anyone here to be able to help you diagnose why that is happening.
