He tried to log on to realms around the time 1.9.1 was released but was unable to. He received the version mismatch error. Did not try again until after 1.9.2 was released.
Trying again after 1.9.2 resulted in the same error message.
Uninstalling and reinstalling Minecraft did not resolve the issue. Reinstalling java made no difference. As the realm owner I read something on the forums about taking the realm offline and back on again. It seemed to work for that person. That did not resolve the issue for him though. He is able to log into multiplayer with some issues likely due to mods or server not being updated yet, no word on single player.
His launcher says her has 1.9.0 installed, and looking at the 'edit profile' option on the launcher and selecting version does not give anything above 1.9.0 Looking at the bottom right hand corner of the launcher it says 'Ready to play Minecraft 1.9.0. As implied, he does have internet access as he can hit a multiplayer server. He does have 2 PCs with Minecraft installed on both, and they are both having the same issue. One PC is literally 2 weeks old with a clean Win 10 installed and the other is a legacy Win 7 box that has been running Minecraft for sometime. Myself I logged in after 1.9.2 was released, downloaded what I needed to and got into realms without an issue.
I've read that in previous versions of the launcher there was a way to force a download of the recent version, but I don't see how you can do it on 1.6.6.1

It's this part of the launcher log that pertains to having an up to date list of possible versions to use.
Probably your friend has an error / failure here.
Errors here can be caused by site's being blocked, for example by a Parental Control feature.
