So i made a new skin and only part of the second layer of the skin is showing. I tried remaking the skin no difference. Please Help!

Well which website/program did u make the skin with? and have u been using mods on your minecraft client such as hacked clients or Modpacks?

I have used forge with status hud once and i used nova skin editor to make the skin

Make sure all the hat/jacket layers are enabled in the skin options.

If they are, and there still are issues, can you post the skin file here so we can actually see what's wrong with it?

There's not really any way we can help you just by looking at the images you provided

Ok i checked and all of the layers are turned on here is the skin file

Got everything to show in 1.9:

Needed to edit the file, though.unnecessary pixels were conflicting with some of the skin layers, somehow making them not show up. Here's the modified skin file:
