I know this is late, but I was just running into the problem myself and was working on it at the minecraft subreddit.
I went into my Nvidia Control Panel and turned Threaded optimization to "Auto". THAT'S IT!! That was keeping my framerate from 130fps to 30fps! Hope this helps!
Im having this problem where when I would select a shader pack it would always drop to 30fps even with an ultra or lite pack.
I installed Ubuntu last night and I tried shaders on there and was getting 120fps with a lite pack and about 40-50 on the ultra.
Would anyone know what might be happening on Windows that would drop the fps like this.
I also get the same fps without shaders on both OS.
Specs:
amd-fx 8320
GTX 750 2gb
16gb Ram
Windows 10
Ubuntu 15.10
I would expect to get more fps with Ubuntu because its light weight but it shouldn't be this much of a change with it.

If this is 1.9 or 1.9.2, try reporting the problem in the Optifine thread.
