It's my gf's computer that is having the problem, we have a simular setup and play the same modpack on a home server (the problem is persistent without mods).
I don't think there were any changes made to her computer that would have caused this and as far was we can tell no other games are affected.
we both have a 4690k running at 4.5ghz with 8gb of ram, I have a 660ti and she a HD6950. I get about 250fps and she gets about 10.
I've tried:
uninstalling java.
reinstalling java.
installing stock minecraft (she only had curse launcher installed)
updating graphics driver.
uninstalling graphics driver and reinstalling it after a restart.
it is about RAM. You have to allocate more memory to her pc's JRE. There are many tutorials on how to allocate java more memory for minecraft. Try youtube.
You can try Optifine too. With this, I get about 90 FPS+ avg. Hope for the best.

increasing the vm memory limit.
running malwarebytes scan.
giving up and asking for help.

This might not help much, but your 660 Ti was released August 2012, whereas the HD6950 was released 2010.

Its using 24% in the screenshot and I've already increased it from 1gb to 3gb.
Then try Optifine. It's a great mod for FPS.
I just reinstalled windows, works fine now.
