I blame this on a bad graphics card, but after looking into it, the Intel 520 card is a fairly decent card. I know im not totally boned here because im getting my other back soon, but id still like to know whats going on here

Possibly error in the mods, That make block texture loading impossible. Also wrong section bro. Use Mods Discussion, for Issue help request like that.

Maybe you could try turning Use VBOs on? It's under Video Settings. And yup, wrong section :3
