Your patience is appreciated as I struggle to set up a LAN game at home without realizing that I needed the Minecraft equivalent of a CCNA to do so. I'm also unfamiliar with this forum, so I've made an attempt to post this in the right spot, but if I've missed the mark, have mercy. I've done some research and I'm still having trouble resolving the issue.
I have noted the following in the 1.9 FAQ, but figured I'd post this anyway just to be sure it's the same issue:

LAN stops working randomly (from our limited experience, restarting the game seems to fix it sometimes; check if 1.8 LAN works before reporting the problem)
Here are some details:
Trying to connect 2 local computers via LAN and getting an error every time we try to connect: java.net.ConnectException: Connection timed out: No further information.
error occurs in either direction - when "computer A" trys to connect to a world hosted on "computer B", or vice versa
We have been able to connect these machines to play Minecraft before using older versions of the game, but it has been a while so there may be a lot of software variables at play
The error occurs whether we use direct connect of IP (+ session #) or using the "Join Session" option (the server/world is visible in the games on local network list).
Both computers are running Minecraft 1.9
Different paid Minecraft accounts are being used for each player
Tried applying a new inbound firewall rule for port 25565 (both machines) as described here to no avail
Tried uninstalling and reinstalling Java (Version 8 Update 73) on both machines.
