So, I have a very unique problem that I don't quite know how to explain...
Whenever
I try to play on a world(single player, not tested in Multiplayer) on any version of minecraft 1.8+, none of my worlds seem to want to load. That is, they load VERY slowly.
To go more in-depth, whenI spawn into a world for the first time (creating a new world) I just stand there in the abyss of no chunks loaded for about 1 minute or so. during this time, my arm is not loaded, and I cannot see anything in third person, so I assume this is just a rendering issue. During the time, my fps is fine (30-40fps). after about a minute or so, my FPS drops to around 2-8 and the world starts loading around me.
As you would expect, after that, my fps goes up steadily, and the world starts to load... Only... it only loads to a distance of about 3-4 chunks outward from where I am standing, and then doesn't load any farther. When I fly around, or walk towards it, it still doesn't load, until I get a little ways past it. then it starts having missing chucks spots (not unloaded chunks, graphical loading issue) and my fps is crappy (10-20fps MAX)
Also, while doing this, I am constantly getting the "Can't keep up! Did the system time change or is the server overloaded?" Message
Same issues I tested with:
Trying Optifine (no difference)
Render Distance (no difference)
VBOs on/off (no difference)
Multiple Java versions (no difference)
Different launchers (no difference)
RAM allocation up to 4gb (no difference)
PC Specs:
windows 8.1 Laptop
AMD A8-6410 APU @2.00GHz with Radeon R5 integrated GPU
8.00 GB of RAM
64 bit operating system

So using The MultiMC Launcher, I have discovered that Increasing the PermGen ridiculously helps the issue somewhat.
I increased it to 1024MB and then 2048MB, and the game booted VERY quickly, and my fps was well over 30. The same loading issue persists, but when I pause my game, the world loads everything in front of me, up to my render distance fairly quickly, but only the things in front of me.
I guess it's a temporary (and slightly annoying) workaround for now.
