My CPU has a somewhat higher rating on Passmark and I consider 1.8+ to be unplayable, mainly due to server-side lag, and even 1.7 has a strange issue with FPS lag spikes (also affecting 1.8+), 1.9 takes forever (half a minute?) to even get past the "Mojang" screen, vs 1-2 seconds for 1.6.4; this is part of the reason why I still play on 1.6.4, which has far lower system requirements than current versions and runs well even with a major mod I made (probably bigger than the 12 mods you are trying to run, depending on their complexity). Also, from the sounds of it you don't even have a dedicated graphics card (and does Windows 10 even properly support what you do have?).
(even for 1.6 there is a catch - server lag caused by zombies that can bring even powerful dedicated servers to their knees, for which I took a patch from Forge and modded it into vanilla, though mods means using Forge for most people)
So a while ago I downloaded 12 mods for Minecraft on my computer and I had problems, because of the PC. Here is my specs:

No offense but with what you got there i wonder how does vanilla run for you.
With that, mods are just not going to work.
I think it's time to start saving for a new pc.
Vanilla Minecraft has Very Long loading times and blocks will not drop themselves.

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
