I know this is a common problem, but I've really exhausted my troubleshooting abilities here. Any help would be greatly appreciated.
I cannot connect to a LAN server or regular server I set up on any other machine except my host machine. I've tired direct connecting using the IPV4 & IPV6 addresses and it still doesn't work. Both machines running "latest everything" and have been restarted after updates. I am ensuring that I click "open to LAN" in Minecraft before I attempt to connect to it from another machine. I can "see" the available LAN server from my second machine, but when I try to connect I get the "java.net.connectexception connection refused no further information" error. None of the tutorials to fix the issue have helped.
Host Machine:
Windows 10 w/ latest Java, Minecraft, etc.
Firewall exceptions added for javaw.exe, java.exe, and minecraft.exe
Incoming Rules added for port 25565 TCP/UDP in the firewall
2nd Machine:
Windows 7 w/ latest Java, Minecraft, etc.
Firewall exceptions added for javaw.exe, java.exe, and minecraft.exe
Incoming Rules added for port 25565 TCP/UDP in the firewall
Router/modem:
Xfinity high speed
Port forwarding enabled for 25565
Using IPV6 addresses (but entering the assigned IPV4 address assigned each machine by the router/modem)

Router firewall completely disabled in firmware
The LAN server uses a dynamic port so your incoming rule won't really help when using Open to LAN.
The fact that the 2nd computer sees the LAN game means the problem is likely on the 1st / host computer blocking the inbound connection.
Double check that you've allowed the right java installation to have network access.
Both computers should be connected to the network as a "Private" or "Home" network, these have looser restrictions.
