If you have "Intel HD Graphics" the FPS drop you are getting is because their drivers cause an issue with some of the stuff 1.9 uses. Besides what you have already tried, all you can do is try to update the graphics drivers. Tho from what other users have experienced, you will probably need to wait for Intel to make newer drivers, as all the current ones still have this issue.

Hey guys, i'm at a loss for what to do, i downloaded the new Minecraft 1.9 update.
Booted it up and got a range from 1-3 fps (down from around 100 fps in 1.8.9)
Here is what i've tried:
allocate more ram (4GB)
use a 64bit version of java(and set the setting in the profile editor)
completely removing all files from .minecraft and reinstalling everything (Thank heavens for backups)
Do anyone have any advice on what to do?
