What about un- and reinstalling Minecraft altogether? Even if what you said does work, this might be faster. (Depending on how cooperative my Internet is........)

This error generally means that the 1.9.jar file didn't successfully download.
Try hitting Play again. (and again, then again).
If it still doesn't work after a few tries, post the launcher log.

No, that's counterproductive.
When you are having trouble downloading all the files, deleting the files you have downloaded is going backwards.
