This (almost always) means that your downloads are not completing. In the middle of downloading a file the connection fails, and the file ends up stubby.
(The other thing that can happen is that image resources are sometimes 'replaced' by adblockers that think they are ads)
The launcher log should show errors in it. If fewer / different files have this error message after each attempt to launch, then you can assume that the launcher is gradually making progress towards having a complete set of the required files and you can just keep re-attempting to launch.
Alternately if you can get onto a better internet connection the problem might resolve itself in one attempt.
you could post an actual launcher log so that we can see the actual errors that are occurring. (and no, the wrong size message is not the error, but the result of the error).
