Skins are downloaded as small graphics files from the skin server.

That message is from windows. There should be output that is minecraft specific.
If all you did was change your firewall configuration then you must have done it wrong.

Try following that
I disabled all fire walls and unlocks certain ip ports like 25565 and this hasn't happened to me.
you might also want to flush dns in Command Promt and don't forget to run as administrator
