I was on a server that allowed you to enchant items multiple times but I could not enchant items more than once. it would not give me any enchantments.it could be how the bookshelves were placed.
what exactly happens?
is this your server or someone elses?
does the server use plugins that may affect enchanting?
did you ask the server staff/owner whats happening?
