You have an Intel Series 4 chipset. This is old and no longer supported my Intel.
There are no drivers for Windows 10 that have Open GL support, which is one of the reasons that Dell doesn't say that this model has been tested for Windows 10.
Summary: Minecraft PC edition will not run on this laptop in a Windows 10 environment.
