Graphics effects do not come out of nowhere. They require computing power of both CPU and GPU.
Some shaderpacks render around 10 times slower than vanilla Minecraft.
You can expect low frame rate if your computer cannot get more than 200 FPS from vanilla Minecraft.

This would be fine if my friend who has a less powerful computer ran shaders and vanilla worse than me. He can get 60 fps on the same shader pack that I use with the same mods and everything. We both have the latest version of java and 4 GB of RAM for Minecraft. There's much more to be looked at than just "same Java version and 4 GB RAM." Neither of those things is very important for shaders. (In fact, 4 GB allocated is quite overkill if you're only using shaders.)
Make sure you and your friend are using the SAME shader pack (exact same version), the SAME JVM arguments, the SAME graphics settings... same everything. Only then can we really help you with this. As it stands, the only verified piece of evidence that we have right now is that you both are using the same Java version and same RAM allocation, which isn't particularly helpful. For all we know, you could be using 32 render distance and your friend 16.

Sorry, I feel stupid now, he previously said that he used the exact same shader pack, but he read the wrong one, i'm now getting ~20 fps more than him which is reasonable. Thanks for trying to help.
I know this is late, but I was just running into the problem myself and was working on it at the minecraft subreddit.
I went into my Nvidia Control Panel and turned Threaded optimization to "Auto". THAT'S IT!! That was keeping my framerate from 130fps to 30fps! Hope this helps!

My friend has an AMD Athlon X4 860K and an Nvidia gtx 660 and he can easily get 400-500 fps with optifine only and ~60-70 fps with shaders.
I have an Intel Core i5-4690K and an AMD Radeon R9 390. I can only achieve 140 fps with optifine and about 40 fps using shaders.
Anyone know why this is happening?

Souls - After you die, a hostile Soul that stores your inventory will spawn.

And a few others that we don't talk about.
