Hello there! I am wondering if my PC should really run minecraft as bad as it does, I do not get higher than 45 fps in tekkit for example. I have not recently checked vanilla but I think it was around 60-80 last time.

12GB Ram
XFX Radeon HD 7850 2GB GDDR5
MSI B85M-E45, Socket-1150

45 FPS sounds about right for your specs. Minecraft is an intense game (mostly due to bad coding and OpenGL) and can't match the performance of other better coded games using DirectX. If you'd like to improve your FPS try adding Optifine and Better FPS, FastCraft for 1.7.10, don't play on fullscreen, and don't allocate more than 2GB of RAM to Minecraft.

I would install both BetterFps and FastCraft. Optifine would be helpful, but you mentioned modpacks and it doesn't work too well with mods, especially those like Forestry. I would make sure it is compatible with all of your mods before trying. I know with chisel it renders most of the textures transparent, with Mekanism, BC, and most tech mods it sometimes makes the machines halfway transparent, doesn't work at all with Forestry, etc.
I would also suggest playing in a smaller window rather than maximizing your window or playing full screen. I set in my instance settings to open with a 800x600 resolution and it almost doubles my fps than when playing in a maximized window.
1gb max for 32-bit java, for 64-bit you're limited only by what your computer actually has left to use after the OS and other applications are assigned their share (it's recommended that you never set Minecraft to ever use more than 40% of that, and very often you'll want to go smaller rather than larger because of underlying Java considerations).
You have a much better computer than I do, by the way, so unless your motherboard/cpu is just utter crap you should have no issues with using 150-175+ mods unless you're bent on shaders (shaders are just going to kill everything in comparison to not using shaders). I regularly use 125ish mods with no shaders (onboard graphics, fml), and while I have some regular lag issues it's low enough that I'm able to happily live with it AND I still have some room to push my mod count decently (not necessarily significantly) higher if I wish.
