I know this is a topic that has been brought up countless times since Minecraft 1.0. However this is something different.
Alright, first of all, a little backstory. Sorry if this drags on.
A month ago or so, shortly after getting a new PC (Specs attached), I downloaded and started playing Minecraft. It takes the terrain generator forever, but ran moderately decent, for me at least. I got between 25 and 35 fps on a good day.
These past few weeks have been different. The terrain generator struggles, and I can only bring up my 2-3 fps by killing every single entity besides me, and disabling future spawning. This makes survival essentially pointless, which is what I'm trying to play.
To be clear, this is on the latest snapshot (16w05b as of this post) and I've tried several other snapshots, and several older versions. The only thing that does not lag is beta and older. (Weird, right?)
I'm aware of the server integration, and I've tried running a server locally and connecting to it. The game has ZERO lag HOWEVER all entities move very slowly. Maybe 1 block per 50 ticks (2.5 seconds). No exaggeration.
This also makes survival difficult as the entities on my client are often not actually where they appear to be.
The only place I've been safe from lag is in a superflat world.
My specs and video settings are attached. And speaking of the video settings, I've literally tried hundreds of combinations. 2 chunks is almost just as bad as 10. My computer can't really handle much besides 10, and it never has been able to but I usually play with 8.
I also run 64 bit, fully up-to-date Java. On the subject of Java, I've also tried allocating more RAM for it, with no luck.
I really hope this isn't too much to read and I would make a TL;DR but I'm afraid someone will suggest me to turn down my graphics settings. To end this, I simply ask for someone with knowledge on how Minecraft works to give me any suggestion they can and I promise I will try it
For sure. My CPU is soldered on. My machine is completely un-upgradable besides the RAM.
I appreciate the reply! I was thinking it might be the CPU. Its weird in my head though because I know Minecraft runs at 20 Hz, and my CPU runs at a rate vastly higher than that, but I guess I have some misconceptions about how that works.

No Problem,
Though I know you said that this PC is new. If you are ever going to replace it, here are the Minecraft Spec requirments
I'm aware of the specs. See I hear people say "Oh Minecraft runs flawlessly on 256 MB of RAM and a 333 Pentium!"....I guess that's how it was back in the beta days!
It's still confusing me how it ran fine a few weeks ago. I've also tried reinstalling! Gah this is a problem for me. I gotta have my Minecraft, especially with 1.9 on the way. Maybe I'll figure something out.
Thanks again.
EDIT: Also sorry for the late reply. I have so many forums to keep track of, I often forget some of them.

No problem,
Also were you playing a sever at all? Severs are offten faster then normal minecraft. Also if you normally use superflat worlds that can also be a reason minecraft was faster.
There are some mods that try to make minecraft faster like FastCraft, optifine ect. I don't know if it will change your preformence because your computer doesn't meet the specs but it is worth a shoot
I noticed you run win 10. That could explain the issue with the change in performance. MS got the idea updating drivers was a good idea when often it is not. I'm not saying this is that case with you but it is a possibility.
Well the issue was sudden while using 10 so that's why I ruled the OS out. One day it ran fine, next day it was nearly unplayable. I don't remember any updates.

I wasn't aware of mods like that. Meeting the specs or not, it shouldn't degrade all of a sudden. I've had a worse machine run Minecraft okay. I'll give Optifine a shot. I've heard of YouTubers using it but I didn't know that's what it was for. Thanks.
Little update. The new snapshot (16w07b) definitely seems to run smoother. However any time I encounter more than a few entities, it runs badly again. entities seem to be the real issue as playing in Peaceful brings down the lag tremendously and getting rid of all entities with /kill @e[type=!Player] makes the game run near perfectly.

Moderatoryour cpu is being bottlenecked, its too slow, it has a passmark benchmark of 831 which is terrible, that is the issue you have
Its the CPU, Minecraft relies on CPU the most. Also you are not even running the bear minimum (which is 2.6GHz).
If you want faster Minecraft, upgrade the CPU (which would also mean that you need to buy a new motherboard).
