Ok, so attempting to play in any snapshots causes me to crash after a minute or two, or if I travel to another location in the world. The longer I stay in one location, the less I crash, but leaving then returning causes the process to begin again for the area.

After some research it seems that java cannot access a certain driver used with a family of intel chipsets. This is where the problem gets stupid.
The intel chipset in question was discontinued in 2009. My laptop is 6 months old max. The driver for this chipset is for windows xp-7, my laptop has been running windows 10 for most of its life, and started out on 8.1 for a couple weeks before "upgrading" to the horror that is 10. There is no possible way my computer would have either the chipset or required drivers.
So after a bit more digging, it turns out a wacky java 8 could be the issue, and downgrading to 7 would fix all my problems. But no, not if murphy had anything to do with it. So now I'm stuck: Running win10 and java7, Issue should not exist but somehow it does. Upgrading my graphics drivers to the latest made the problem slightly more tolerable, but its still bad. Please Help.
The computer refuses to even look for new drivers, so I get stuck at step 8 with the message: "The best driver for your device is already installed"
Edit: Uninstalling the previous drivers first, then trying to install w/ the .exe gives me the message: "This computer does not meet the minimum requirements for installing the software"
Ok, yes. I did a stupid. Probably should have extracted the zip file to a folder and pointed it at that. Will reboot and test then edit in if problem was fixed
Edit: Even with the shiny new drivers, The problem is persistent.

Moderatoryour GPU drivers are out dated by a year, download and install the exe from https://downloadcenter.intel.com/download/25489/Intel-Graphics-Driver-for-Windows-10-15-40-4th-Gen-
When I tried to install the drivers, It failed and I was re-directed to this website: http://www.intel.com/content/www/us/en/support/graphics-drivers/000005469.html
It would not allow me to manually install the driver you suggested either, how should I proceed?
Tried again while following these steps: http://www.intel.com/content/www/us/en/support/graphics-drivers/000005629.html

Ok, I fixed it myself. So thanks to this site: https://bugs.mojang.com/browse/MC-32606 all I had to do was turn VBOs back on (they were off before).
Minecraft is now running the way it should, no crashing at all.
