Starting in Minecraft 1.3 and newer, starting a singleplayer game now silently starts the minecraft server (and runs in a background). As you play singleplayer, you're actually playing on your own local server; hence why you're able to chat, and type in commands like /seed.
The reason Singleplayer and Multiplayer was mixed into one because it makes modding easier to make just 1 mod for both versions. Also, whenever Mojang wants to push a bug fix, it applies to both single and multiplayer simultaneously.

It's supposed to do that I think. Minecraft uses a server for Singleplayer.
Not sure why.
