You can't use 1.8 skins on older versions unless you use minecraft.net (the skin server will send the proper format, which is only the top half for pre-1.8 versions); if you want to convert a 1.8 skin to 1.7.10 or older (including the second skin layers, not just the top half) see the following link; the simplest way to convert the skin is to copy and paste the second layer over the first, merging them into a single layer (except for the head, the only part of the body with a second layer prior to 1.8), and remove the textures for the left arms and legs (they are mirrored prior to 1.8), making sure that the skin file is 64x32 pixels in size:
I'm using 1.7.10 (because of mods) with resource packs for 1.7.10 but the skin doesn't work. i will try what you said,incase the skin i edited is indeed for 1.8
EDIT: But what about the fact that the skin still shows up as steve even when i switched files?
You can tell if a skin is for 1.8 because it will be 64x64 pixels in size and have additional textures in the bottom half; in your case, overlays for the body, which will have to be removed or merged with the first layer and the image resized (cropped) to 64x32 pixels (width x height).
By "skin shows up as Steve" are you referring to when you aren't using a resource pack? You have to upload a skin to Minecraft.net to use it without a resource pack (though then resource pack skins will only work if you are offline; you have to be connected to the Internet to see your skin). Also, resource packs added later (lower in the list) override those added first and if any of them include the default skin they will override it (resource packs only need the files they are modifying but many people just copy everything).

and yes i mean by that. and skins used to work before i switched to forge 1558 for 1.7.10 and i never used minecraft.net
