I have a AMD Athlon X4 860X Quad Core Processor 3.7 Ghz and XFX Radeon R7 260x. I have 120 fps (Which is what it's set to) and when I break blocks they don't drop and I teleport back to where i was a couple seconds ago and not rendering chunks. Built this computer 4 weeks ago. Are you on a server when you break blocks, if so the server is lagging. If you're on singleplayer that means your internal server for your world is lagging.

try turning off Vsync.
One of my computers has a Radeon and recent versions of Minecraft have performed very poorly on that computer unless Vsync is off.
turned it off fixed it, also set task manager priority for it to high idk which fixed it but it's good now thank you =D
