Every mod will affect performance. Some might affect it more, some will affect it less. It all depends on how heavy the mod(s) are and whether the mod(s) were coded and optimized properly or not.
If your server is being hosted on a separate dedicated machine, you will have slightly better performance than you would if you were playing on SP (Keep in mind that even when you play SP game will still create a server in the background) or hosting the server on the PC you play from, because then the dedicated machine does all the server side stuff and not your PC thus giving your pc more breathing space. Nevertheless, in the end, game performance will always depend on your hardware. Not just in Minecraft, in any game.

1.when I increse the amout of mods that I have.. does the game become slower for me? (My pc is very bad)
2.Me and my friend sometimes play LAN with each other if he opened a server (instead of opening LAN) does the game become faster for me??
