I recently upgraded to Windows 10 and now I only get 7-10 fps with Optifine. On Windows 8.1 I got anywhere between 60-200 fps. I have searched all over the web for solutions including updating drivers and java but nothing has worked.
Since you changed your OS, have you tried updating your current graphics card drivers to Windows 10? I believe that may be the issue. Other issues I can think of is not having the latest java (64-bit) or Minecraft needing more memory to allocate the game. (RAM)
Thank you! I tried downloading the exe file for my driver but it said it wasn't compatible. I looked around the web and it said to use the zip and not the exe so that's downloading now. I'll get back to you once its done. I am currently giving Minecraft 3G of RAM
The version of my graphic drive has an update for Windows 10 bu when I install it, an error message pops up saying that its incompatible with my device. In the description for the update it says it supports Intel HD Graphics 4400 which is what I have. I am so confused.

I found out from my personal experience that the driver updates for the Intel HD series have a different installation file based on the CPU architecture. For example I downloaded one and got the same error message as you did and found out that it was meant for a "Skylake" CPU when the CPU was actually a "Haswell" model. So make sure you are getting the installation file that is right for your CPU.
Before it finished downloading, I opened the one I already downloaded (the same exact one you linked) and it finally installed! My fps is now 70-100 in Singleplayer but Multiplayer is only around 30. I can't really record that but at least it's playable!
If anyone else has any extra tips to help improve my Multiplayer FPS please let me know (: I'm missing recording haha
Honestly the numbers you are getting are normal for a computer running on Intel graphics. If you really want better FPS, get a computer with a dedicated graphics card/chip.

Can anyone else try and help? So far updating drivers and Java haven't worked. Neither has allocating nor e RAM to Minecraft

If that gets you the same error as in the past. You may need to see if HP has provided an update.
