So I started up my creative test world to test out some designs for and oil refinery before I actually built one in survival. But when I did I ran into the problem of the refinery itself not working. It had power, it had oil, but for some reason it just would not make oil. I researched the problem but could not figure it out. I have the latest version of buildcraft, 7.1.14. In the screenshot, all 4 combustion engines are outputing 60 Rf/t. I think the problem might be that the refinery doesn't realize it is supposed to make fuel when it has oil and power, because of the screenshot of the interface, where it doesn't show that it makes fuel.
I figured it out. My friend said it might be an incompatibility with galacticraft so I did some tests to see if that was the problem and it was. So I updated galacticraft even though it was barely out of date and it works fine now.

Have you tried connecting the refinery to something it could output fuel into? Maybe that gets it to function.
Yes, I did, no luck. And it shouldn't need one anyways to work since it can store fuel in itself

I hooked up a creative energy cell to it, so there's no reason for it to not have enough power
