Java won't work to install forge

I just got a new pc and I am trying to install mods with forge, but when I try to run the forge installer a blank window opens and immediately closes.

I have tried uninstalling and reinstalling java, I have tried using java 7 and 8, and I tried different versions of forge, but nothing is working.

Does anyone know how to fix this???
