I have NVIDIA GeForce GTX 970M and I thought that will make my Minecraft run faster but it's not. I tried installing OptiFine and change the settings but it still lags. I have 30-40 fps. Can someone please help?
Or open your Launcher, click Edit Profile, check JVM Arguments. There you will see -Xmx1G . The value '1' represents the RAM alotted for Minecraft. Try using 2-4, depending on your RAM. I have 6GB RAM, so I only put -Xmx2G or -Xmx3G .

PS: I have a crap PC, don't complain for having 30-40 fps, I commonly get 20-30 fps only -.-
And try stacking it up with Optifine and use a resource pack that can load faster. It will make your fps higher.

4 GB allocated is serious overkill for vanilla Minecraft. That'd be more likely to cause this issue than fix it, since Java's garbage collection would be piling up several gigabytes of junk before finally cleaning it out.
Not to mention that getting rid of ALL JVM arguments besides -Xmx is usually not the best idea in the world.

I will have to agree with Chaos. If you installed a new GPU, and you didn't see any improvements, Java probably isn't using the new GPU. The CPU seems good enough to run MC at a higher framerate than 30 FPS.
Post your JVM arguments. A lot of optimization issues result from messed up JVM arguments.
Also, make sure Minecraft/Java is using your dedicated GPU rather than your integrated Intel HD graphics.

What are the rest of your system specifications? The graphics card probably isn't the problem.
Try to increase your RAM.

I already turned off VSync but the highest FPS is still 30
Yes, I already turned off all VSync including in the Nvidia Control Panel and Minecraft but it doesn't work
