Recently my Cuz got a new laptop Windows 10 and all he wanted to do was play Minecraft. (That's the whole reason why he wanted a laptop) We downloaded Minecraft and opened it to play and it was running 1- 4 frames per second. Unbelievably slow. whats wrong?

Did he happen to get a crappy laptop? Because that would be the problem.
No His laptop is better then mine and Minecraft works fine on mine.
Can you post some specs? A dxdiag log if possible?
"better" is in the eye of the beholder.
An old laptop with i3 and embedded Nvidia is "better" than a new laptop with only an i7 intel HD.

Not for Minecraft it's not. But yeah, "better" is really a subjective term, especially when talking about computers.
