When I lock my frame rates at 60 fps, the game looks kinda "laggy" or "framey" however when I put it to vsync, it looks at 60fps and looks perfect, why does this happen?

This is no glitch. V Sync is short for Vertical Sync, and that when it limits the game to get a stable, smooth fps. With sync off, there is no promise the fps will stabilize. Sync, in a way, help stabilizes your fps.
