On just about any big modpack old and new, the amount of memory minecraft is using increases overtime until it uses all of my ram, and I haven't even allocated all of my ram to minecraft or java.
This causes everything else on my computer to freeze up unless I set mincrafts priority in task manager to low, ontop of this I barely get 60 fps on the lowest graphics + 4 render distance, whilst having lag spikes dropping to 15 fps, with and without fastcraft.
In vanilla, it's a bit better, and much better with optifine.
Is this normal, or is there a way to fix this and still keep a playable fps?

It sounds like you are describing a memory leak, this is somewhat normal when playing modded minecraft. A memory leak is basically when your ram gets filled up with various things. This is a common issue with many large modpacks. The common fix is to restart the game every few hours. As for your FPS issues, it seems that something might be wrong in your system setup. Sometimes Minecraft will ignore your dedicated graphics, which will cause a severe decrease in general performance. You should check to see if it being used by minecraft or not.
