Forge 1.8.8
Uninstalled 600 times both the game and forge/optifine
Trialed it without any mods just fresh vanilla. Same effect. (edit)
Changed all the setting to minimum then back to maximum with no effect.
I'm going bananas, I just got this computer so I'm still learning how it works but this is taking me days to figure this out now! Please help meeeeee.
Any other info required let me know, or trials to see specific outcomes...
Ok Two Things That May Be Causing You This Problem From What I Can See With The Pics.
#1 The Forge Is A Beta And May Be Messing With It.
#2 In The Launcher Menu Under Java Settings Make Sure Your JVM stuff Looks Like This
-Xmx4G -XX:+UseConcMarkSweepGC -XX:+CMSIncrementalMode -XX:-UseAdaptiveSizePolicy -Xmn512M
If The Above Script Causes You To Crash, Change The 512 To 256.
Ah There Is Also One More That I Just Notice
#3 You Have Windows 10 And May Need To Down Grade Back To Windows 7 or 8.

How do i see thing V-sync thing. I feel like ive looked everywhere. The new Nvidia geforce experience program doesn't give me the option. PLus i went to control panel and so on...:(
minecrafts video settings, max framerate to unlimited, or more than 60fps, and use vsync to off (these maybe a little different as you have optifine)
as for nvidia control panel not sure where but prob in 3d application settings
So, I've found this options and turned off v-sync and as well another limiter to monitor refresh rate. Problem persists.
Ok since that did not work try my suggestions above ^^^^^
