You can't use 1.8 skins in 1.6.4 (or any other older version) - you must use the original 64x32 pixel skin format. I assume that you are using a resource pack or mod to change your skin without uploading one since there shouldn't be a problem if you upload it to your Minecraft account.
Note: the 1.8 templates can be used for pre-1.8 skins on the skin server. Only the top half of the image is used, e.g. not the individual arms and legs on the bottom, and no overlay on any layer except the head. If the skins is in resource pack for 1.7, you must use the old system exactly.
You'll want to edit your skin so it uses the old skin format, combining the second (bottom half of image) layer with the first as necessary; note that arms and legs will be mirrored (only one texture for right and left sides).
