Cannot use either installer as my computer (windows seven) wont open them. It will ask for permission, and when I give it nothing opens. Task Manager says the software is opened for a period of half a second when I give permission, then the process auto-ends. Manual install now please?

I use the minecraft.exe launcher from minecraft.net and I do have java installed for the game to run (an incremental version that it warns me in the log won't work in the future) and I use my game mostly for single-player. I would like to have an instruction as to how to use the Universal download for Minecraft Forge so I can run a testing version of a popular mod I have the rights to use. I use another forums site and I test mods for a creator of a dimension-based mod. I want to test the mod for him, but Installer Java and Installer Windows both do not run for me on my computer. The procesws will run for half a second without opening a window, and the process will end.
If I can get someone to tell me how to use the universal download instead of being tl;dr and not reading previous comments, and asking not me "Can you use the installer or Installer Windows" then I would be very happy.
If you can't open either Installer, you don't have the Java program installed. Go to Java.com, download and install the full version of Java. If you have a 64 bit OS, use the 64 bit Java.

I looked in my program files, just to be sure. I already have java installed, so I'm guessing my school's firewall prevents Java files from opening properly. The launcher itsself works fine, its when I open the installer, or optifine, or certain mod installers it doesn't work. I HAD files from my house, but the school cleared my school drive last year due to a mandated virus test.
Either try to get in contact with a network administrator in your school to clear the firewall block temporarily so you can do the installation on that computer. Or download the files that you need and copy them over from your home again. I don't really know what else you could do.
I have the files necessary for doing the installation, I just don't know how. I tried going off of a video for 1.7.10 but it gave me no help.
