I am getting the OpenGL issue on an older computer that I'd like to use to set up a local server--this is a Windows 10 machine with updated drivers AFAIK
I suspect I will need a new graphics card to run 1.8.8 and later versions on this machine, but could I resolve this by running 1.7.10 or something like that?

Or you could swap your windows version back to what it was.

To run an server, you don't need the client. you can download the "Minecraft Server" (can be found on the webpage (inofficial version listing here (goes to original downloads)))

You are confusing two different issues.
There is a requirements change between 1.7.2 and later versions that means that certain older OpenGL supporting drivers can't run the latest MC.
GPU vendors stop providing driver updates for older GPUs.
You are affected by the latter. There are NO drivers with any level of Open GL support for your GPU on Windows 10.
