Pictures / Photo Editor are not really useful to diagnose such. Need other applications. If other applications have the issue, then things are much easier.
Restart your computer, and if you are on Windows 10 do NOT get the latest graphic drivers, get the ones specifically for Windows 10. That fixed it for me.

i recently updated my Intel graphics card driver (the only reason i can think of) and opened minecraft and this shows up.
minecraft is not the only thing that does this. when viewing certain picture formats it does the same thing.
i can't uninstall the update because the version i had before would not let me run minecraft anymore.
if anyone could help that would be great.
Is it only the Minecraft Launcher that looks like that text wise?
No mcflash looks like this also
I mean something that ISN'T Minecraft or Java related.
Any other games, windows application or other applications?
