Ladies, gentlemen... I have made progress. Not really, it still doesn't launch. HOWEVER, I am now receiving a different error message... GC overhead limit exceeded. I've allocated 4GB in attempts to keep minecraft from crashing upon startup sequence. Previously, it'd freeze at the "Initializing Phase 2" part of the Forge Mod Loader. Now, it at least makes it to Phase 3 before failing miserably.
Things we tried differently: Fresh install of Minecraft 1.8 and Forge 1450. Launched with Minecraft, then launched with Forge, then placed mod in mods folder.
Basically trying step-by-step so I'm positive it's not a setup issue... Any input?

AWESOME! Thank you so much for finding that for me, man. Deleting the JAVA_OPTIONS made an immediate difference, and despite a laggy startup, it launched.
