In a previous post I said I was having issues with my 940M running at half the frame rates that my processor does. After messing with it some more I realized that this only happens in full screen. I manually set the resolution in Minecraft to 3200x1800 and windowed mode hits around 35 FPS and full screen hits about 15 FPS. Nothing spikes in my processes but when looking at my GPU usage it hits 99% in full screen and 40% in windowed. All my drivers are up to date and Optifine actually made my GPU run Minecraft worse, but it made it run better on my processor. I've already tried uninstalling and reinstalling both Minecraft and Java, scanning my laptop for malware, turning all of the video settings down to a minimum, and I made sure vsync was off both in Minecraft and in Nvidia's control panel. This full screen problem ONLY happens in Minecraft, as I can run Civ 5 full screen 3200x1800 at 60 FPS just fine.
Is there just something I'm missing? Thanks in advance.
That resolution on a laptop is pointless. You literally can not see all the detail because the pixels are so small for the human eye to see.
The reason for your "issue" has a technical answer, but I can't articulate it well enough to do it justice. Main point being, however, is it's not really an issue.
If you are looking to improve performance, then drop the screen resolution down to something more practical.
Also, comparing performance between completely unrelated games is moot. Civ5 is not overly demanding by any stretch, and Minecraft is coded in a poor language.

Cast aside your festive doylaks: dragon stuff is about to happen.
Multiplayer is lonely once you understand how it actually works.
The only reason I was running at that resolution was because that's my default resolution and since I was trying to do so many things trying to correct the problem I was tired of switching back and forth between resolutions. Regardless, the problem exists at all resolutions. I just don't get why full screen runs so much worse than windowed mode.
And I threw the Civ in there just to emphasize the problem isn't with my graphics card. I don't know what the problem is but I've established that it isn't the card itself haha
