I am doing this for a friend since I myself cannot physically see his computer from across an ocean that separates us and he is not technically inclined. Anyways, we rented a dedicated multicraft server and we were all able to connect to the server and play, but after a world corruption due to mods conflicting we had to start over. Right now I have built a pretty stable modpack and our other friends are able to connect to the server except for him. However, he is able to connect to other minecraft servers he readily found IPs for. I have set the server IP to static via the server.properties and people are able to connect through IP or IP:port it doesn't matter.
My question is does his router have anything to do with the connection error? Because if he is able to flawlessly connect to other minecraft servers then why not the one we are hosting? We also have friends who play from Canada, Australia, and Hong Kong and here my friend here in the U.S is the only from who cannot connect. A note, he has tried other methods that was readily googled but either they were playing through a home based server or they had an issue that affect their connection to all servers as a whole. Not one that I have seen had a solution for single server connectivity issue with a dedicated server. Unless I did something wrong, but in any case I can only edit the server properties and it doesn't matter if I edit the IP or kept it as default, he still cannot connect. Our service provider tried to aid us and has deemed it wasn't a hardware issue since he was the only one unable to connect. What are your thoughts and would you have any possible solution? Thanks.

We are currently running on Multicraft with forge version 1.7.10.
