So my problem is that I can't get any higher then about 65 FPS on minecraft with low settings, optifine, full screen, and making javaw run faster using task manager. I can only allocate a max of 1G of RAM because my PC has 3G on it. I also should mention I don't have a very good PC and it's getting old and it's gonna be a while before I can get a new computer or new parts for it so don't even mention it. I know that 65 to 70 FPS isn't too bad, but it goes lower on servers and when I am in places where there's a lot of terrain or blocks. If you have any tips that can help me out that would be great!
Can you provide your specs? Because if you have bad specs, then there is no issue, you just have bad specs. If you have good specs, then there's clearly an issue.

65 to 70 FPS isn't just not bad, it's the smoothest you'll get on your computer considering you likely have a 60Hz monitor, so doesn't matter if the game is running at 10 FPS, 50 FPS, 60 FPS, 100 FPS, or a million FPS, you're only seeing 60 frames per second.
Fiddle around with Optifine's settings and see how that changes how smooth the game is, also close any programs you don't need (iTunes, Skype and Chrome / any web browser all eat into a fairly significant amount of resources). Apart from that, not much you can do I'm afraid.
I fixed ALL of my lag problems by increasing the RAM given to minecraft, i have 32 RAM on my computer, so i gave 30 to minecraft.
No, this won't help. Allocating 30GB won't help when the game is barely using 2GB by itself. I've proven the game can run at 130+ FPS with only 512MB allocated, you don't need 30GB of memory allocated to the game, that's wasting resources and is likely hindering performance as you're starving your system of room to breathe in. You should never allocate over 4GB of RAM as a rough rule of thumb.
And +1 for 32 RAM. No such thing as "32 RAM".

Alright guys well thanks for all the help and btw I can't allocate more then 1G to minecraft cause the RAM on my computer is to low. Plus I have a 32-bit system so not gonna get much out of it.
Edit: I don't really have to worry about it anymore because I can just use my grandparent's computer, it has 8G of RAM and I allocate 4G to minecraft and I get like 150 FPS on a 1.9 snpashot without optifine, and with optifine on 1.8.8 I can get 230 FPS almost. On the crappy one I have I only get like 15 or 30 FPS on a 1.9 snapshot, lol.
it actually helps my game, but it may vary what kind of computer you have. i run minecraft on a laptop. so its pretty laggy...
32 GB of ram on a laptop? Golly, with that money, you could've just grabbed a Desktop. But that doesn't change the fact that Minecraft would work fine with 2 or 3 GB of ram. Using 30/32 is, sooner or later, going to throttle your computer when it's loading two programs. (i.e., Skype and Minecraft) I really would recommend scaling back a ton, to at most 15 GB, if you won't settle for 2 or 3.

That would actually kill performance, since Minecraft can work comfortably at 2 GB's of Ram.
