I am running on a Windows ten computer, I have been playing a modded minecraft client for a while now, But the server just doesn't seem to work at all.Please help me solve this. I've also tried updating Java to no effect.
I appologize if there is some confusion.. Every guide I went to literaly showed just double clicking on the jars. I'll check your link for more solutions, thank you.
When I download the Minecraft forge server instaler from here, (Windows installer)

And run the instaler, Select server option to a new folder, It does this.

But when I double click these files, a window pops up, and then immediately close again.

Uhm, I think you're supposed to put it in your .minecraft folder... I don't know, I always did that and it worked.
That isn't how to setup an Forge server. That is just the bare-bone basics setup of it.
Now you need to create an Windows Batch file to start the server.
I really am not going to explain how to do it, for tons of guides are out there.

I am setting up for a minecraft server, Not a singleplayer client. Otherwise yes I would put it into the Main minecraft folder.
Probably this. I don't remember much, last time I opened a server it was in linux and it worked via the forge server jar...
