Which is to say he is out of luck, but also that your advice is basically useless to him heh

If you have a resource/texture pack, you can try to make a skin to fit the default steve or alex models... but that might mean having to change into a larger resolution if you use a high-res resource pack. That's the only thing I can think of, because otherwise your skin tends to revert to default steve/alex without an active internet connection.
I really hate that about Minecraft. Quite frustrating when playing because your net is out or something. Best of luck finding a fix!
If you are offline, you don't need to use your real account, use it in offline mode and try a different username every time until you get an ID that gives you the steve skin, will take a few tries, but its the only other option.

The account ID is a random unique property of your mojang account and cannot be changed.
