I'm going to make two assumptions here: one being that you are using a 3rd-party server host, and the other being that the server is starting as vanilla instead of Forge. If both of those are the case, make sure that the "custom jar" (as most hosts call it) being run is forge-1.8-11.14.3.1450-universal.jar, not minecraft_server1.8.jar.

I tried changing the jar file as you said. Now it's not starting and stating that I'm missing library files, but I uploaded all of the ones that came with the forge server installer.

Hi, I seem to be having a few issues trying to get Pixelmon, forge, and sponge to work properly on my server.
I have uploaded the Pixelmon mod and sponge as you can see in my mods folder here : https://gyazo.com/8c3c7fb24932fdf8238455848e3c94a7

However, when I attempt to start the server it says this :

do you have forge installled? have you checked the eula? pastebin the complete log and we will help.

Notes - Provides a clientside in-game notepad.
Souls - After you die, a hostile Soul that stores your inventory will spawn.
Auto Refresh - Automatically refreshes your server list and alerts you when your selected server comes online.
Pick Block Plus - A clientside mod that significantly improves the vanilla pick block function.
And a few others that we don't talk about.
