I've wanted to discuss this for a long time. My computer is literally the worst.
Windows 10. Everyone loves windows ten.
I DON'T.
I've tried EVERYTHING to fix my fps in Minecraft. I haven't updated to Minecraft Windows 10 edition, since I do really love Minecraft and the windows 10 edition isn't fully complete.
Five freaking frames.
FIVE!
This is for a modpack. Without a modpack and no optifine, It's at least 20-30 fps. With optifine, it's at least 30-50 fps.
Think that's good?
NO.
I'm not kidding. I have a Windows XP computer and a Windows 10 computer.

PLEASE HELP ME. Tell me if you have had a problem like this, or any way at all, to fix my windows ten fps. I'm so fricking stressed out, and I'm as desperate as ever.
You might all be thinking: Why not play on your Windows XP computer?
Well, seeing that there is no support for it anymore, I can barely run Minecraft at all on it. It crashes.
And when I try to play my modpack on it using the ATLauncher, it crashes.
My windows 10 computer is fricking my only hope.
I really miss not being able to play my modpack. I'm so bored playing COD AW all day.
Also, the connecting and ping on this thing is horrible.
On actual minecraft servers, typing "Hello!" in chat takes about 20 seconds to show up.
In HG, SG, Sky Wars, people fricking teleport because of the ping.
So, horrible ping + horrible connection + horrible fps + horrible everything = unplayable windows 10 computer.

30-50 frames at default/lowest settings with Optifine is actually just what you'd expect to get on the built in R5 chip in that processor. The processor you have is for a entry-level laptop so I wouldn't recommend it for any gaming at all.
In terms of a modpack I'd allocate more RAM (Some modpacks are RAM-hungry) but I doubt you'll get a modpack to run at high frames simply because your CPU and integrated GPU are rather weak.
Drivers is all I can say. Try the latest. If that doesn't work, use drivers for older versions of Windows.
Also, you forgot to mention your GPU. If it's Intel HD Graphics, then the above applies especially.
He did mention his GPU. He has a laptop APU with a built in R5 GPU. A quick Google search of the Processor number says it's equivelent to a Intel HD 4200 or a Radeon HD 7470M, both of which are extremely low-end GPUs.

LOL, you can enjoy complaining when you have a low end GPU. I have an Intel HD Graphics 4200 which is about as weak as yours and 50-60 fps is normal for Fullscreen mode. In Window Mode I get about 200-300 fps somehow. (This is with Optifine and VBOs enabled)

You should make sure that all of your drivers are up to date. I have been running Minecraft on my Asus Tablet and it can easily run vanilla 1.8.8 at 50fps, provided that smooth lighting is turned off. It's been benchmarked many times by a wide range of people, windows 10 is a superior gaming OS then past versions. For the most part, modded minecraft isn't that much more stressful on your cpu or gpu, (depending on how many mods), and allocating a GB or two should give more than enough power.

Also, Windows 10 is a tiny bit better than 8 and MILES better than 7 for gaming. It's been benchmarked and tested time and time again.
Give youre game more ram and see if it gets better

i was having pretty low frames in win10 too, but it was only in 1.8.8, in 1.8.7 its just fine
