Go to your Nvidia control panel; usually in system tray or by right clicking desktop. Now the first picture shows the first setting then the other two how to configure. Page 2 shows how to select high performance gpu and page 3 how to set it for program specific. Java (javaw) is sometimes seen in the same category as browsing rather then gaming.
Optifine? It works with Forge 1.7.10 just drag optifine into the MODS Folder of the Profile you're using (note: i used it for 1.7.10 optifine and mods i haven't tried with 1.8+)
If it shows this it is on the GTX 970. You can make sure vbos are turned on and try Optifine or get another shader that works better with your setup. They range from lite to extreme and not all may work well with your setup.

When I go into Manage 3D settings, there is no option for High performance

This simply means that you probably have a desktop without another monitor connected to the port for Intel HD (or not available because no port). That is usually for laptops but you never said what your system type was.
Looking for any help here. I get on average 12 FPS

I am running shaders, but I should still be getting 50 FPS with the hardware I've got.
Any ideas?

I have worse than that and get 50 with shaders, no idea
How many mods are you running. Could be just mods not working well or something,

Well, I can boost performance by turning off shaders, I can get around 30fps. As for mods, not that many; MCA, VoxelSniper, CustomNPC's, BetterGrass

Make sure it is running your 970 GTX and not Intel HD Graphics.
I have a i7 4790 with 12GB Ram and a Nvidia GTX 745 4GB and get 65-220 FPS with shaders depending on which I use.
I never even thought of this, how can I check if it's running off the Nvidia and not the Intel
Edit: F3 shows it is going on the Nvidia

Make sure you follow the guidelines for 1.8 use.

Literally how is that physically possible... I had a laptop that had more ram and a better processor and I got around 17 fps on average
