Usually Minecraft plays well enough at 30-40FPS, though sometimes, out of the random, Minecraft will freeze for a good 7-20 seconds, and anything done between that time will have already happened. For example, if it did this while I was fighting, say, a Wither, it would freeze, and when everything returns to normal, Wither would have killed me and be terrorizing some other animals. After that it won't happen for another 40 minutes or so.
I can be doing anything when this happens; crafting, mining a block, sleeping, falling, or even simply standing still.
This is nothing that's too big of a problem, only a minor annoyance since if I lose the focus out of Minecraft as soon as things lock up, it'll pause to that moment, and said Wither would have not had the advantage. I'm just curious; what does this, and how do I fix it?
Specs are:
AMD Athlon II X2 processor
3.0GHz
4GB DDR3 SDRAM system memory
Integrated ATI Radeon HD 4200 Graphics
Window 7 Home Premium
JVM arguments are:
-XX:MaxPermSize=256m -Xms1g -Xmx2596m
If I don't have the MaxPermSize in, Minecraft won't even load with mods.
Modpack is DW20 1.7.10 with Fastcraft taken out and Optifine added in.
Go though your java arguments as you only have memory settings there you need to adjust for your hardware and operating system as well as type of minecraft you are using it can take some tiime to find the right settings
Your start up script only showed the your ram configuration it did not configure your server to your machine that it is running on you need to set the arguments to match the hardware you are using same as you do in minecraft client

No texture packs are being used.

This is what I use and works fine for me but you would need to tweak for your system. These were for a Java 1.8 64bit setup.
I suggest you look through these and figure out what each does and if it is needed in your instance. Here is documentation to assist you.
